How can I get the headphones to connect via Bluetooth

I try an connect them using Bluetooth manual says to hold power button down untill the light stays blue but the light keeps flashing red can't pair them with my phone using via Bluetooth

This isn't a power issue? if you charge the device and try pairing, maybe whilst charging what happens ?
