Apple products such as iPhones, iPods and iPads are limited in terms of their ability to provide fairly standard Bluetooth functionality such as file sharing between devices, especially when the Apple device is connecting to a non-Apple device such as an Android smartphone. There are apps though that can be installed between two Smartphones that can assist with file transfers!
I have bought 3 of these chargers. 2 of them have stopped working all together. No light will come on or anything.

Changing charging source doesn't help at all ? If not I would suggest returning.
