When I first got the speaker second-hand the blue light would come on to charge when I put it on the base. But it didn't seem to charge. Now the blue light won't even come on but the four USB ports on the front do charge.

This is a common fault, many have reported it to us before. It's highly likely to be faulty I'm afraid.
