I put the headphones into pairing mode. Turn on my computer. Open the settings, click on Bluetooth. Make sure it's on, it starts scanning for devices and scanning and scanning and scanning for over thirty minutes and by that point, the neckband turns off.

To clarify Megan, if it doesn't pick it up within say 20/30 seconds it isn't going to at all so you can start over the process without having to wait minutes. Were the earbuds paired to something else before without issue ? What lights do they show, you are sure you are activating them into pairing mode properly ?

Yes, they paired to my phone fine and when I try to pair them to my computer, the light on the side of the headphones alternates red and blue. I am doing everything for my Chromebook that worked on my phone.

Just a few quick ideas...

Do reboot the chromebook
Make sure the phone the earbuds were paired to is turned off
Try moving the chromebook somewhere else from its normal location for pairing in case its near something that is causing interference.

Solution found: I realized that the device could only be paired to one electronic at a time.

My bluetooth earbuds aren't connecting to my ChromeBook and there is another device that is off showing that i can connect to the speaker that is off. Should I try to unpair the speaker?

Yes sure Breydon try unpairing. If you still have issues try moving your laptop and buds to another room/location as well to see if that removes the complication of other devices.

Had the same issue! I set up my Blackweb earphones (the $29.99 ones from Walmart, Canada) to my smartphone and was easy. But then tried to connect to Chromebook and there was no way of doing it. Even with restarting all and setting Bluetooth off for my phone or even turning phone off. So, did a hardboot of earphones by pressing the power key and volume up and volume down keys all at once. Saw the light blinking blue and red. Let that sit for a few seconds. Pressed the on button again. The light turned blue. Then press and hold on button for 4 fast second and BAM!! Chromebook picked it up immediately. However, this is disappointing because do I have to do this every time I want to switch from phone to Chromebook and vice versa? If so, then do not recommend these earphones. Totally not worth the hassle. And they don't have a microphone for talking on the phone either. It will only let you press a button to switch to phone. As far as I can tell.
