When trying to connect it to the computer via it's internal bluetooth, it fails to connect, but I know the bluetooth on the PC works. Additionally, I know that the mouse has worked before on other computers.

Check its not low batteries in the mouse. Also try disconnecting any other accessories from the laptop and use as far away from other possible cables that could cause interference when pairing (ie power cables, usb3 cables). Let us know if this helps.

Why would power and USB3 cables cause interferences?

Electrical interference can cause problems for any nearby radio device like the tech that Bluetooth runs on. Surprisingly even though its another home computing standard, USB 3 cables can be problematic with Bluetooth. The cables can produce much more electrical interference than previous versions of the USB standard and its enough to degrade or stop nearby Bluetooth devices such as mice from working. I should know, I had this exact problem some years ago! See our sister site on the issue here:
