Apple products such as iPhones, iPods and iPads are limited in terms of their ability to provide fairly standard Bluetooth functionality such as file sharing between devices, especially when the Apple device is connecting to a non-Apple device such as an Android smartphone. There are apps though that can be installed between two Smartphones that can assist with file transfers!
These headphone were connected to iphone 6s on latest ios version but will not connect to my new iphone 11 although other bluetooth devices do connect

To clarify, other devices connect to the iphone 11 or the headphones connect to other devices ? Do try to connect the headphones to something else if you haven't. Can you confirm ?
