We've had lots of reports of problems with people struggling to connect their two Tzumi SoundMates together. There are multiple posts on our forum about this with confirmed solutions. The two posts we would recommend you start with are this one and this one.
If you are unsure if your SoundMates are charging or what the light colors mean there is clarification of that here.
It's paired to my phone, but no matter what I do it stays at an extremely loud level.

When i try to turn my volume down it doesn't change and i have iPhone 7.

Kylie, you are doing this on the phone I assume. I assume you are using a recent version of iOS?
Is playback working fine otherwise and does iOS think that the soundmates are the selected streaming device if you swipe up from off screen and hold down on the airplay icon (which produces a list of devices that can receive playback).
