It won't connect to my laptop even though other devices can connect to it. I tried pressing down the power button after switching on my laptop Bluetooth but there was no sound or light flashing to show that it is responding to the 'command'. It also doesn't switch off after 15mins of no pairing.

So to be clear, can you turn it off at all or do you have to just wait for it to run out of power ?

If I've paired it with something and disconnected it, sometimes it will switch off after a while or continue blinking/searching until it eventually runs out of battery.

Can you clarify what coloured lights it shows during power on, attempted repairing (ie pressing the pair button for 3/4 seconds), after that, during shut down etc.

Blue when power on, attempt repairing, blinking blue, unnoticed during shut down. Pairing with connected devices is fine, I can't connect with new devices.
