If you are sure that they are placed correctly in their charger and there are literally no lights / functionality at all at any point then it does sound like a hardware issue. It would be odd for both to not power on... are you sure that the charger box is ok ?

Lights on won't turn on

Ok well if there are no lights at any point these sound faulty... either the buds or at least the charger which is causing the buds to remain permanently uncharged. I would return to your retailer.
