When I try to power it on nothing happens. Why won't it charge?

If the device is totally dead and with no signs of life when unplugged from charger then this is likely a faulty internal battery.

I believe you have to charge in two stages. First, you need to take the earbuds out of the case, then charge up the case via the provided USB cable. Then, when the case is fully charged, unplug the USB cable. Then insert the earbuds into the case and press the button. They should charge now. (Another tip: if you connect the earbuds to an iPhone it will show the charging level of one of the earbuds as small icon next to to the headphone and battery level icons. Perhaps this can help diagnose your batteries, assuming you can still connect to the iPhone.)
