Arteck HB030B : Unable to reconnect my ketboard to device - User's Guide

This question relates to connecting an Arteck HB030B BUY NOW to a Microsoft Surface Pro 3 BUY NOW

This keyboard was working fine with my surface pro when I set it up...now ...no response. It has been charged...and even connected via USB...no response. Where can I find users guide to re-set the keyboard?
