Make sure both devices are ready to “pair” when trying to connect two Bluetooth devices to each other.

Remember, pairing is normally a process that must be manually initiated by you the user.  This often means pressing and holding down a button on the device you are trying to connect and also setting the target host device into a special search mode so that it will find the new device broadcasting for a pairing.  This search mode on your host device may be referred to as "discover" mode.
